Two state representatives from the area have introduced a bill intended to make horse-drawn buggies safer. Representatives Scott Wiggam, of Wooster, and Darrell Kick, of Loudonville, are co-sponsoring the bill, which would require buggies to have a flashing light on at all times, along with a new type of reflective tape that will make them much more visible. Under the proposed bill, a fine would be assessed to drivers who don’t comply with the new safety measures.
