Some as-yet-to-be resolved legal issues for a proposed new Library in Rittman have the project on hold for the time being.  The new library would be jointly owned by the City and the Wayne County Public Library, and while both sides say they are working together cooperatively on a condo agreement, there are many details that still need to be worked out.  A condo agreement is where one entity pays a lease to the other for the use of a building that is built with two distinct sections.  The two sides have reportedly been working on reaching an agreement for more than a year now.
