Rittman officials say human error is to blame for a mistake that led to city residents being overtaxed for the last 15 years.  According to the city, since 2008, the income tax for employed Rittman residents and those who work in the city but live outside of it has been one and a half percent, rather than the authorized rate of one percent.  The mistake led to an extra $7.2 million in taxes being collected, only a small portion of which will be refunded.  Citing a one-year statute of limitations, the city says it will not correct any income tax receipts prior to last year.  Rittman City Council will hold a special meeting on the matter Monday night.  Anyone with questions or concerns in encouraged to attend.
