Wooster City Council has agreed to annex and rezone nearly 75 acres of land around Oak Hill and Milltown roads.  The land, made up of 13 parcels, was divided into two sections and annexed as residential.  Wooster officials say a developer is eyeing the property to build an apartment complex and would like to use the flatter eastern side of the two parcels where a cornfield now exists.  The city warns though that plans are in the earliest stages of development and could change at any time.
