Starting in July, Wooster residents will see their monthly trash and recycling bills going up.  The rate hike comes as the city switches trash-hauling providers from Waste Management to Kimble.  The new rate will have residents paying just over $15 per month, up from the current rate of $11.50 per month.  The city said that the new rate, by Kimble Recycling and Disposal, was the lowest bid that was submitted for the new contract.
