Authorities have arrested the 18-year old, who along with two teens, is accused of beating a pair of homeless men with rocks and a baseball bat. Richard Luper is charged with two counts of felonious assault and a single count of misdemeanor assault for his alleged role in the incident, which happened late last month on the steps of a church in downtown Wooster. An arraignment hearing for Luper took place this morning in Wayne County Common Pleas Court.
